She was born May 19, 1938 in Rock Elm, Wisconsin to Lester and Jessie (Babcock) Pfingsten. Jessie later married George Cederberg and the family moved to Red Wing where Dottie attended school. Dottie was a homemaker for several years before working in housekeeping and hospitality for a number of hotels and motels in the area, including the Super 8 Motel, The Sterling Motel and the Roadway Inn. She also did cleaning and housekeeping for the Seminary Home and Red Wing Laundry. On June 5, 1993 she married Martin Quam at United Lutheran Church.

She was a member of United Lutheran, and the Redman Club. She enjoyed camping, traveling, reading, and spending time with her grandkids. Family was always important to Dottie and she took the time to organize family reunions for many years. She hosted Thanksgiving every year and anyone who needed a place to go was welcome. Dottie and her potato salad will be missed at the weekly family potlucks.
